What the cluster is
Boao Lecheng is not one hospital — it is a medical cluster
The Boao Lecheng pilot zone was created by a decision of the PRC State Council: several dozen hospitals operate on one site under a special legal regime. That changes both what is available here and how a clinic is chosen.
- A special legal regime
The zone may use drugs and medical technologies not yet registered across the rest of China — under regulatory oversight and through an approved procedure. That is why things unavailable in an ordinary hospital are available here.
- Every hospital has its own strength
One is strong on diagnostics and imaging, another on manufacturing cellular products, a third on inpatient care and blood purification. There is no universal "best clinic in the cluster".
- The hospital is matched to the case
First the records are reviewed and the problem understood — only then is the clinic chosen. That is why we hold no exclusive with anyone: otherwise everyone would have to be taken to the same place regardless of diagnosis.
- Distances inside the zone are minutes
The clinics stand next to each other, so a programme can run across two hospitals: the work-up in one, the treatment in another. For the patient it is one route and one coordinator.

The hospital opened in March 2023 and in August 2025 joined the Mayo Clinic Care Network — an international network of hospitals selected by Mayo Clinic for the sharing of medical expertise. The membership was presented at a ceremony in Sanya on 21 August 2025.

The stated priorities of the collaboration are cancer prevention, sleep medicine and neurology. This is not a Mayo branch and not "American protocols" — but nor is it a formality.

慈铭博鳌国际医院Approved technology for POI
A first-wave hospital of the zone, founded by Dr Han Xiaohong, who built one of China's largest preventive health-screening networks. Since 2022 it also carries a second name — Lecheng Hospital of the First Affiliated Hospital of Hainan Medical University. It has obtained official approval from the zone's regulator for a cellular technology to treat premature ovarian insufficiency.
- A POI approval — among China's firstThe Boao Lecheng medical products administration has conditionally approved the use of umbilical cord mesenchymal stem cell therapy for premature ovarian insufficiency (POI). Document 乐医药监〔2025〕62号; the approval is conditional and requires further technical assessment.
- Operating inside the zone's legal frameworkThe clinical application of new biomedical technologies is governed by PRC State Council Order No. 818 and the Boao Lecheng zone regulations — both displayed within the hospital itself.

海南博鳌鲁医医院A non-profit general Tier-3 hospital that opened in December 2023 as a key project of the medical cooperation between Shandong and Hainan provinces. Its strengths are cancer prevention and treatment, rehabilitation, orthopaedics, gynaecology and clinical nutrition.

博鳌恒大国际医院A Tier-3 cancer hospital that opened in February 2018 and was designed to JCI standards. A Varian TrueBeam linear accelerator, PET-CT, 3.0T MRI, 223 single rooms and a separate recovery building with 424 places.

How it is regulated — and why you can check it
The zone's special legal regime is not a marketing phrase but a working procedure with documents, deadlines and published prices.
The zone was created in 2013 by a decision of the PRC State Council. Around 36 medical institutions now operate there, and through the "green corridor" more than 460 drugs and medical devices reached the zone ahead of nationwide registration, used in China for the first time. According to the zone's administration, by September 2025 the cumulative number of patient uses of such products exceeded 190,000.
The key difference from the rest of China is set out in a dedicated zone regulation on new biomedical technologies. It expressly permits not only research but the clinical application of cellular technologies — whereas national rules restrict them to scientific research. The procedure is strict: the hospital applies to the zone's supervisory authority, the regulator has 60 days to review, and the approval is published officially.
Then comes what matters most to a patient. The price is registered and published: the clinic files it with the province's authorities and may then charge only the announced amount. An ethics committee and informed consent are mandatory. Adverse-event monitoring, a patient rescue and compensation mechanism, and immediate suspension of a project on a serious adverse reaction are all required.
As of March 2026 the zone has 20 cellular technologies officially approved for clinical application — each listed with the hospital, the indication and the price. That is why we can show you prices in advance: not because we are unusually open, but because the regulator publishes them.

What the word "cluster" actually stands for
Access to an advanced method is only worth something when it is backed by discipline and verifiable quality.
- The regulator grants approval, not the clinic
The technology is reviewed by the zone's supervisory authority: an application, up to 60 days of review, and official publication of the approval with its document number.
- The price is registered and published
The price is filed with the province's authorities and published. The clinic may not charge more than the announced amount — that is a provision of the regulation, not a promise.
- Ethics committee and consent
Applying a new technology requires the hospital's own ethics committee and the patient's informed consent.
- Monitoring and suspension
The regulation requires adverse-event monitoring, provides a rescue and compensation mechanism, and mandates immediate suspension of a project on a serious reaction.
- 20 approved cellular technologies
As of March 2026 the zone has 20 cellular technologies approved for clinical application — by named hospital and indication.
- Payment goes directly to the clinic
You pay the hospital for medical care by official invoice. MedBridge adds no mark-up to treatment.
